Changes to taxation and custom duties should be considered on the priniciple that these should serve the purpose of the redistribution of wealth. Three changes are proposed:
Tax a fraction of one per cent of each in ternational currency transaction.
Each government should work toward introducing or reinforcing effective progressive income tax on individuals and corporations, while simultaneously phasing out all forms of sales tax (which are known to be regressive).
Domestically, each government should protect agriculture and agricultural processing, if need be through custom duties, to ensure local control of food production.
