MILLIONS OF KURDS are refugees in the aftermath of the Gulf War, quickly tarnishing the promise of a "New World Order." This issue is devoted to reflecting on the war and that promise. We are grateful to David Bell, Professor of Political Science at York University, for editing this special issue. See his introduction for an overview of the collection of articles. The discussion begins with a candid talk among four prominent peace activists who held quite varied opinions about the war. We also present a stimulating report of the Soviet situation and a discussion of uranium mining in Canada's North.
